It's made from tough UPVC with welded seams, and there bold reflective chevrons and stripes are very prominent. In contrast, active lighting means light sources that actively transmit light / are powered and so are so are used To See as well as To Be Seen. It's a bad idea to trust your life to scatter. It's quite stiff though, so it won't stick around tight curves, like frame tubes, and will tend to lift, so it's best cut into small dots or pieces if you want to stick it to something that isn't pretty flat.
